Spiker: New laws adopted to support Azerbaijan's digital transformation
16:48 EnNew legislation is being introduced in Azerbaijan to support the countrychr("39")s digital transformation, Speaker of the Milli Majlis (Parliament) of Azerbaijan, Sahiba Gafarova, stated during the Inter-Parliamentary Unionchr("39")s high-level online dialogue on Digital Governance for Parliamentarians, Olaylar informs.
She emphasized that the Azerbaijani parliament is actively strengthening the legal framework for digital innovations while ensuring legal certainty:
"A significant part of our legislative activity is dedicated to the development of digital governance and e-government. New laws are being adopted to support Azerbaijanchr("39")s digital transformation, while existing legislation is regularly updated to meet technological progress and new governance requirements."
Gafarova noted that current reforms include introducing concepts such as digital technologies, innovative products, and technology transfer into national legislation. She highlighted that the legal status of artificial intelligence is being defined, and long-term tax incentives are planned for companies operating in digital technologies, AI, and cybersecurity.
The speaker added that these reforms once again demonstrate that digital transformation requires the formation of a consistent and future-oriented legal framework capable of providing a flexible response to rapidly developing technologies.
Gafarova underscored that legislative reforms are only part of the process, as parliaments themselves must effectively use digital solutions.
According to her, the Milli Majlis has recently passed a law enabling public debates and parliamentary hearings to be held electronically, expanding citizen participation in decision-making.
She concluded that digital transformation is not an end in itself but a tool for achieving better governance: "It strengthens democratic institutions, improves the quality of legislation, makes parliamentary work more transparent and efficient, and more responsive to citizenschr("39") needs. Cooperation, exchange of best practices, and technical support among the parliaments that are members of the Inter-Parliamentary Union are of crucial importance for advancing our common goals."
