Aydin Karimov: Azerbaijan achieves goals of Great Return State Program

The objectives of the First State Program on the Great Return to the liberated territories of Azerbaijan have been achieved in almost all areas, Aydin Karimov, Special Representative of the President of Azerbaijan in the Shusha district, said during an event at the 13th Session of the World Urban Forum (WUF13) in Baku, Olaylar informs.

Karimov noted that there is still time to fully complete the program: "Despite challenges - whether physical, weather-related, or infrastructural - significant progress has been made. With most of the infrastructure already in place, the next stage, from 2027 to 2030, will be more efficient. It will focus on community segments, their establishment, and meeting the daily needs of returning populations with a more targeted approach."

The official highlighted the difficulties faced by builders: "They had to work under strict time constraints and harsh weather conditions. Winter in that area is not easy. Moreover, we had only one road - the Victory Road. At that time, it was the sole connection between Shusha and the rest of Azerbaijan, and it was a difficult mountainous route. This was before the special operations of September 2023, when other territories were liberated and access became easier. Until then, we relied solely on that road, which was very challenging."
