Mukhtar Babayev says not easy to implement agreements reached at COP29
4 İyun 11:24 EnIt is not easy to implement the agreements reached at the sessions of the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change, according to Mukhtar Babayev, the Azerbaijani President's Special Representative for Climate Issues and COP29 President.
Speaking at the 30th Anniversary Baku Energy Forum, Babayev noted that it is time to implement the agreements reached in Dubai and Baku in the fight against climate change.
"In the last two COPs, countries have agreed on a major implementation program and financing. Now these need to be implemented. But currently countries, especially donors, face a big dilemma. There are some doubts about the implementation of this $300 billion commitment in developing countries. This is mainly related to the large funds allocated to the military sector in the world, because there are now new challenges, many conflicts. In 2024-2025, there were 52 conflicts in the world. This is a record number. All these conflicts, wars, and militarization cause new large financial resources to be spent," he highlighted.
Babayev also mentioned that on one hand, large funds are allocated to combat climate change in the world, on the other hand, large amounts of emissions are generated during production processes.
"Wars, conflicts are very dangerous for the world, for nature. All these cause large amounts of emissions. Currently, it is not easy to implement the agreements reached at COPs. However, our strategy and work are now based on active discussions with participants, donors, and possible major players to activate the implementation phase. This is very important. Therefore, our team now uses every opportunity to deliver our messages, to encourage countries and donors to fulfill their commitments and promises," the official said.
